Business and property owners along Northgate Boulevard have recognized for years that the corridor needs additional, consistent services to improve cleanliness, safety, and overall public perception. Drawing on the proven success of PBIDs throughout Sacramento, Northgate stakeholders have come together to propose a district designed specifically around the needs of this community.

The proposed Northgate Boulevard Property and Business Improvement District (PBID) would—pending support from property owners—establish a benefit assessment district that delivers targeted, supplemental services to create a cleaner, safer, and more vibrant Northgate Boulevard. These services would be in addition to, and not in place of, those provided by the City of Sacramento, with a focus on enhanced safety, cleanliness, marketing, and stakeholder engagement.

The draft Management District Plan (MDP), which outlines the scope of services and structure of the PBID, is available for review. If property owners choose to move forward, assessments would not occur until November 2026.
